The Ness County Board of Commissioners met in regular session Monday, December 5, 2016, at 9:00 a.m. in the Commissioner’s Room. Chairman Sandra Y. Rupp called the meeting to order with Commissioners, Frederick P. Flax, David L. Albers, and County Clerk Renee S. Kerr in attendance. Others Present Mark Davis, Commissioner elect, was also present for the meeting. Minutes Minutes of the November 21, 2016 meeting and special session were read and approved. Motion: Upon the motion of Rupp, seconded by Albers, the Commission voted unanimously to accept the bid from Salina Blueprint for the amount of $950.00 to move GIS equipment to the courthouse. Road and Bridge Road and Bridge/Landfill Supervisor Ron Johnson and Assistant Chelsae Braun reported on the weekly work schedule. Mark Nelson of D-C Wholesale was available for culvert bid opening. $150.00 was received as tipping fees at the landfill November 22-26, 2016. 1,000 yards of sand was hauled to roads last week. Landfill-The Commission agreed to close the landfill on Christmas Eve, December 24th. Bids were received for culverts, they are as follows; J&J Drainage ProductsCrimped, $21,216.00 or Riveted, $26,896.00; Welborn Sales, Inc. –Crimped, $20,240.00; D-C Wholesale-Crimped-$20,608.00 or Spot Welded, $21,584.00 and Metal Culverts Inc.- Crimped, $22,224.00 or Riveted-$23,472.00. Motion: Upon the motion of Flax, seconded by Rupp, the Commission voted unanimously to accept the D-C Wholesale bid for the Spot Welded culverts. Machinery maintenance road petitions, and bridges were discussed. Road concerns were reviewed. Fuel bids for 1,000 gallons of Gasoline, 2,000 gallons of Roadmaster Diesel and 4,000 gallons of Fieldmaster Diesel were reviewed, they are as follows: Midland Marketing-$13,049.50 and AV Energy-$13,045.30. Motion: Upon the motion of Rupp, seconded by Flax, the Commission voted unanimously to accept the low bid from A/V Energy. All bids are on file at the Road and Bridge Department and the County Clerk’s Office. A Federal Fund Exchange Supplemental Agreement was signed. (Supplemental No. 1 to Agreement No. 50-16). A Construction Permit was issued to Gerald Wyman. Permits are on file at the Road and Bridge Department. Economic Development Economic Development Director Anthony Roy, filed his schedule for the past several weeks. Roy made some additions to the County Website, worked on the GBT career fair, and attended a wKREDA conference call. County Appraiser County Appraiser Kelly DesLauriers and the Commission discussed AG values, health insurance, personnel manual, moving GIS equipment, and cost of living increases. County Attorney County Attorney Craig Crosswhite and the Commission discussed a road petition, FS Bridge 450, court activity, and health insurance. Motion: Upon the motion of Flax, seconded by Rupp, the Commission voted unanimously to go into executive session for a period of 5 minutes, beginning at 12:08 p.m. for the discussion of nonelected personnel. (Albers, Flax, Rupp and Crosswhite in executive session). Regular session resumed at 12:13 p.m. Accounts Payable Accounts Payable checks and vouchers were reviewed and signed. Personnel Manual The new personnel manual was discussed. Motion: Upon the motion of Albers, seconded by Rupp, the Commission voted unanimously to approve the Personnel Manual as presented by Rebecca Crowder of Austin Peters Group.
