January 23, 2017 The Ness County Board of Commissioners met in regular session Monday, January 23, 2017, at 9:00 a.m. in the Commissioner’s Room. Chairman Sandra Y. Rupp called the meeting to order with Commissioners, Mark Davis, David L. Albers, and County Clerk Renee S. Kerr in attendance. Health Department Health Department Administrator Shelly Pavlu, RN-BSN met with the Commission regarding the County Medical and Health Officers. Minutes Minutes of the January 17, 2017 meeting were read and approved. Road and Bridge Road and Bridge/Landfill Supervisor Ron Johnson filed his weekly reports. The landfill received $90.00 in tipping fees January 10-14, 2017. Johnson and the Commission discussed purchasing a pickup for the Road and Bridge Department. Road concerns were reviewed, particularly those affected by the recent weather. Machinery maintenance was discussed. Economic Development Economic Development Director Anthony Roy filed his work schedule for the past several weeks. Roy attended a Ransom City Council Meeting, a presentation of Future Of Rural in Jetmore and the Department of Commerce Luncheon in Topeka. He also updated the website, conducted a Foundation Board meeting, and participated in a GBT career fair conference call. Motion: Upon the motion of Rupp, seconded by Albers, the Commission voted unanimously to go into executive session for a period of 5 minutes beginning at 10:43 a.m. for the discussion of nonelected personnel. (Albers, Davis, Rupp and Roy in executive session). Regular session resumed at 10:48 a.m. County Health Motion: Upon the motion of Rupp, seconded by Davis, the Commission voted unanimously to appoint the following: Medical Director-Harley Calvin, Health Officer-William McDonald, and Coroner-Kathy Clouston. County Attorney County Attorney Kevin Salzman and the Commission discussed delinquent taxes, facebook posts, Hospital Board Elections and court filings. Sheriff A conference call was held with Sheriff Bryan Whipple regarding a trade-in for a Road and Bridge Pickup. Daily Statement Daily Statements for the month of December were reviewed and signed. Accounts Payable Accounts Payable checks were reviewed and signed. Health Insurance Julie Yarmer of Freedom Claims Management and the Commission discussed the new Health Insurance Plan.
