The Ness County Board of Commissioners met in regular session Tuesday, December 27, 2016, at 9:00 a.m. in the Commissioner’s Room. Chairman Sandra Y. Rupp called the meeting to order with Commissioners, Frederick P. Flax, David L. Albers, and County Clerk Renee S. Kerr in attendance. Others Present Mark Davis, Commissioner elect, was also present for the meeting. Minutes Minutes of the December 19, 2016 meeting were read and approved. Burn Ban The Commission agreed to lift the burn ban effective December 25, 2016. City of Ness City Ness City Mayor Scott Barb met with the Commission regarding the airport. Mayor Barb recommends that the county appoint Howard Boese to represent the county on the airport board. Mayor Barb and the Commission discussed the county share, which is $177, 020.55, for the work that has been completed on the new airport runway. They also discussed communication regarding progress at the airport and airport financial reports. Year End Transfers Teri Klitzke, CPA, of Adams, Brown, Beran and Ball chtd., met with the Commission. A conference call was placed to Ken Beran, CPA of Adams, Brown, Beran and Ball, chtd. (Albers, Flax, Rupp, Klitzke, Davis and Kerr, present for the call). Airport Motion: Upon the motion of Rupp, seconded by Albers, the Commission voted unanimously to appoint Howard Boese to the Ness City Airport Board. Emergency Preparedness Emergency Preparedness Director Crystal Podlena and the Commission discussed purchase orders, training and the decision to move her from a salaried position to an hourly position. Executive Session Motion: Upon the motion of Rupp, seconded by Albers, the Commission voted unanimously to go into executive session for a period of 5 minutes beginning at 11:24 a.m. (Albers, Flax and Rupp in executive session). Regular session resumed at 11:29 a.m. Motion: Upon the motion of Rupp, seconded by Flax, the Commission voted unanimously to terminate the employment of Assistant Road and Bridge Supervisor Chelsae Braun effective December 23, 2016. County Attorney County Attorney Craig Crosswhite and the Commission discussed delinquent taxes and activity in his department. Commissioner’s Orders Motion: Upon the motion of Flax, seconded by Rupp, the Commission voted unanimously to sign the following orders: transfer $320,000.00 from Road and Bridge fund to Special Machinery; transfer $80,000.00 from Road and Bridge Fund to Road and Bridge-Bridge Fund; transfer $50,000.00 from the General Fund to the Capital Improvement Reserve Fund; transfer $3,000.00 from Noxious Weed to Noxious Weed Capital Outlay; transfer $25,000.00 from the General fund to Solid Waste; and transfer $10,000.00 from the Solid Waste Fund to the Solid Waste Post Closure Fund. Conference Call A conference call was placed to Teri Klitzke, CPA, of Adams, Brown, Beran and Ball, Chtd. regarding end of year chemical purchases in the Noxious Weed Department.
