The Ness County Board of Commissioners met in regular session Monday, March 6, 2017, at 9:00 a.m. in the Commissioner’s Room. Chairman Sandra Y. Rupp called the meeting to order with Commissioners, Mark Davis, David L. Albers, and County Clerk Renee S. Kerr in attendance.
Minutes Minutes of the February 27, 2017 meeting were read and approved. Emergency Preparedness
The Commission placed a conference call to Noxious Weed Supervisor Charles Halbleib. (Albers, Davis, Rupp and Kerr present for the call).
Motion: Upon the motion of Rupp seconded by Albers, the Commission voted unanimously to sign Resolution 2017-05 appointing Charles Halbleib Temporary Emergency Preparedness Director.
RESOLUTION No. 2017-05
WHEREAS, the Emergency Preparedness Director position that was filled by Crystal Podlena is now vacant for Ness County and that Charles Halbleib was chosen to temporarily fill that position: AND
WHEREAS K.S.A. 78-929 requires the Commission to notify the Kansas State Division of Emergency Management of the appointment of a Director of Emergency Preparedness;
THEREFORE, IT IS HEREBY RESOLVED by the Board of County Commissioners of Ness County, Kansas that Charles Halbleib is hereby appointed, effective immediately, as Emergency Preparedness Director for Ness County, Kansas to fill such responsibilities as directed by the Commission and by statute until a permanent replacement is found. Passed and adopted by a unanimous vote this 6th day of March, 2017.

Road and Bridge Road and Bridge/Landfill Supervisor Ron Johnson and Assistant Supervisor L.D. Ochs filed weekly reports. $122.00 was received in tipping fees February 21-25, 2017 Johnson reported that the landfill was inspected last week, no violations were found. Johnson, Ochs and the Commission discussed the possibility of closing a road. Road concerns were reviewed. Machinery maintenance was discussed.
Employee Evaluation Motion: Upon the motion of Rupp, seconded by Albers, the Commission voted unanimously to go into executive session for a period of 5 minutes beginning at 10:15 a.m. for the discussion of nonelected personnel. (Albers, Davis, and Rupp in executive session). No action was taken. Regular session resumed at 10:20 a.m. Motion: Upon the motion of Rupp, seconded by Albers, the Commission voted unanimously to go into executive session for a period of 5 minutes beginning at 10:20 a.m. for the discussion of nonelected personnel. Windows Raif Terry of Southard Corporation presented information regarding the windows he is bidding for the courthouse. County Attorney County Attorney Kevin Salzman and the Commission discussed an unemployment claim. Brian Gabel joined the meeting, property that he purchased several years ago at the delinquent tax sale was discussed.
A/P Accounts Payable checks and vouchers were reviewed and signed. Fire Dist. #1 Sean Sehl and Corey Schwien of Fire Dist. #1 met with the Commission regarding controlled burns and burn bans. Windows Bids were opened for courthouse windows. The Commission requested that Custodian Kenny Wasinger check on warranties on one of the bids
Ohio Township Motion: Upon the motion of Davis, seconded by Albers, the Commission voted unanimously to appoint Joan Walker to the position of Ohio Township Clerk.
Accounts Payable Accounts Payable checks and vouchers were reviewed and signed.
Daily Statement The Commission reviewed and signed Daily Statements for February 24-28, 2017.
