The Ness County Board of Commissioners met in regular session Monday, February 13, 2017, at 9:00 a.m. in the Commissioner’s Room. Chairman Sandra Y. Rupp called the meeting to order with Commissioners, Mark Davis, David L. Albers, and County Clerk Renee S. Kerr in attendance.
Appraiser County Appraiser Kelly DesLauriers and the Commission discussed a maintenance agreement for the copier/printer.
Motion: Upon the motion of Rupp, seconded by Albers, the Commission voted unanimously to sign the maintenance agreement for the copier/printer. The agreement is on file in the County Clerk’s Office.
County Treasurer County Treasurer Layne Wasinger and the Commission discussed motor vehicle amount for processing tags.
Road and Bridge Road Bridge/Landfill Supervisor Ron Johnson filed his weekly reports. John Riggins of Kirkham Michael was also present. CDL physicals were discussed.
Motion: Upon the motion of Albers, seconded by Davis, the Commission voted unanimously to sign a lease agreement for a John Deere tractor, including power guard. The agreement is on file at the Road & Bridge Department and the County Clerk’s Office.
Motion: Upon the motion of Davis seconded by Albers the Commission voted unanimously to sign Resolution No. 2017-04.
RESOLUTION No. 2017-04 N County Line Road and L Road Intersection Signing
WHEREAS, THE BOARD OF COUNTY COMMISSIONERS OF NESS COUNTY, KANSAS are authorized and empowered under Kansas law to erect regulatory intersection signage on all County roads over which the County has jurisdiction; and
WHEREAS, County officials, in the interest of public safety, have requested an evaluation of the traffic control measures at the “T” intersection of N County Line Road and L Road; and WHEREAS, said intersection is not currently stop controlled in any direction; and
WHEREAS, safety officials from the County are in agreement that signage controls should be erected along L Road; and
WHEREAS, engineering judgment indicates that a stop sign be installed for traffic travelling northbound on L Road due to restricted sight distance for the speed limit; and
THEREFORE, under the authority vested to it by the State of Kansas, the Board of County Commissioners of Ness County, Kansas hereby establishes that all vehicles travelling north on L Road are to stop for all vehicles travelling on N County Line Road at said intersection, and that the Road Supervisor is herewith instructed to install the appropriate stop sign on northbound L Road where it intersects with N County Line Road. All signs are to be placed in conformance with the current issue of the Manual on Uniform Traffic Control Devices that has been adopted for use by the State of Kansas.

Riggins reported on progress at the airport. Riggins, Johnson and the Commission also discussed the signing project and bridges.
Economic Development Economic Development Director Anthony Roy presented his activity report for the past several weeks. Roy made additions to the website, worked on a business listing, spoke with a representative of the Ness County Chamber of Commerce, filled out information for the U.S. Department of Commerce, sent Love Small Town America changes to the website, hosted a Ness County Community Foundation movie, and attended a TIAK/wKREDA conference.
County Attorney County Attorney Kevin Salzman and the Commission discussed court case numbers, office clerk applications, and medical director contracts. Shelly Pavlu, RN-BSN was present for the medical director contract portion of the discussion.
Noxious Weed Noxious Weed Director Charles Halbleib and the Commission discussed Noxious Weed Legislation.
Burn Ban The Commission discussed implementation of a burn ban.
Motion: Upon the motion of Rupp, seconded by Davis, the Commission voted to implement a burn ban effective immediately. Rupp and Davis-Yes, Albers-No.
Accounts Payable Accounts Payable checks and vouchers were reviewed and signed. Daily Statement Daily Statements for the month of January were reviewed and signed.
Tax Roll The following changes were made to the 2016 Tax Roll. Abate, Real Estate- $4,774.08 and Oil-$10,048.84.
