The Ness County Board of Commissioners met in regular session Monday, February 6, 2017, at 9:00 a.m. in the Commissioner’s Room. Chairman Sandra Y. Rupp called the meeting to order with Commissioners, Mark Davis, David L. Albers, and County Clerk Renee S. Kerr in attendance. Tax Elizabeth Lira met with the Commission regarding a tax issue. Register of Deeds Register of Deeds Mark Horchem and the Commission discussed a printer issue in his department. Executive Session Motion: Upon the motion of Rupp, seconded by Davis the Commission voted unanimously to go into executive session for a period of 10 minutes beginning at 9:08 a.m. for the discussion of nonelected personnel. (Albers, Davis, Rupp and Kerr in executive session). Road and Bridge Road and Bridge/Landfill Supervisor Ron Johnson filed his weekly reports. The landfill received $100.00 in tipping fees January 24-28, 2017. 2,720 yards of dirt from the airport was hauled to the landfill last week. Bids were reviewed for the sale of scrap iron, the bids are as follows: Steve Martin- $65.50 ton, Olen Scroggins-$51.00 ton, Robert Clanton-$60.00 ton. Motion: Upon the motion of Albers, seconded by Rupp, the Commission voted unanimously to sell scrap iron to Steve Martin. Road concerns were reviewed. Machinery maintenance was discussed. Aaron Flax and Jeremy Estes of BTI and the Commission discussed a tractor lease. Windows Kenny Wasinger and the Commission discussed window replacement in the courthouse. Wasinger has been asking for bids for over 1 year and has only had one response. The Commission asked him to try again, asking bidders to bid ½ of the project and then the entire courthouse. Emergency Preparedness Emergency Preparedness Director Crystal Podlena and the Commission discussed her schedule for the past week. Podlena took pictures at Grisell Memorial Hospital for credentialing, worked on Tier II EPCRA (a chemical facilities plan), and assisted with a Hodgeman County Fire. The Commission advised Podlena when contacting Commissioners to contact all three Commissioners. Minutes Minutes of the January 30, 2017 meeting were read and approved. Accounts Payable Accounts Payable checks and vouchers were reviewed and signed. Wages Motion: Upon the motion of Albers, seconded by Rupp, the Commission unanimously voted unanimously to increase employee hourly wages and nonelected salaried department heads by 2%. Contracted employees did not receive the increase. The following salaries of elected officials are as follows: Commissioners-$13,790.32, County Clerk-$42,840, County Treasurer-$36,500, County Attorney-$42,840, Register of Deeds-$38,250, and Sheriff-$53,040.08, Election Officer- $2,000.00, the Treasurer also receives an amount at the end of the year for Motor Vehicle. CDL Motion: Upon the motion of Albers, seconded by Davis the Commission voted unanimously to require a health card for all CDL required employees. The county will pay for the first physical, thereafter it will be the responsibility of the employee to maintain health cards as needed. Ness County will pay up to $160.00 for the physical and may use a clinic of their choice located in Ness County. Employees will be required to have their physical completed by June 1, 2017. Tax Roll The following changes were made to the 2016 tax roll: Abate, Oil - $1,529.12 and Real Estate-$7,840.14.
