The Ness County Board of Commissioners met in regular session
Monday, August 1, 2016, at 9:00 a.m. in the Commissioner’s Room.
Chairman Sandra Y. Rupp called the meeting to order with Commissioner,
Frederick P. Flax, and County Clerk Renee S. Kerr in attendance.
Mark Davis was also present for the meeting. Former Commissioner Jay Harris was also present for a portion of the meeting.
Motion: Upon the motion of Rupp, seconded by Flax, the Commission voted unanimously to go into executive session for a period of 10 minutes begining at 9:06 a.m. for the discussion of nonelected personnel. (Flax, Rupp and Kerr in executive session). Regular session resumed at 9:16 a.m.
Road and Bridge
Road and Bridge/Landfill Supervisor Ron Johnson and Assistant Chelsae Braun reported on the weekly work schedule.
Noxious Weed Director Charles Halbleib was also present for a discussion regarding mowing and spraying county road right of way and coordinating efforts between the Road and Bridge Department and Noxious Weed.
$550.00 was taken in at the landfill as tipping fees July 19-23, 2016.
There will be an MSHAW training on August 10th and 11th for the Road and Bridge Department.
No sand, dirt or rock was hauled.
Sandpits were discussed.
Road concerns were reviewed.
Machinery maintenance was discussed.
Economic Development Director Anthony Roy filed his work schedule for the past two weeks. Roy worked on a brochure for the county fair, worked with Farmer’s Market and the Ness County Foundation, updated real estate on the website, and publicized events on facebook,
Motion: Upon the motion of Rupp, seconded by Flax, the Commission voted to sign Resolution 2016-05, authorizing participation in the Rural Opportunity Zone Student Loan Repayment Program, with no additional funds added to the program.
The Commission discussed new federal salary information with Roy. The Commission agreed that Economic Development and Emergency Preparedness will become hourly position when the changes take effect. The Commission also agreed that those positions begin clocking in and out daily in the County Clerk’s Office.
Sheriff Bryan Whipple filed his activity report for the month of July.
City of Bazine
Bazine City Councilmember Scott Corsair and the Commission discussed Bazine Main Street.
County Attorney Craig Crosswhite and the Commission discussed road construction, the hearing next week, progress on the tax sale, cattle guards and approving vouchers for payment.
County Appraiser Kelly DesLauriers and the Commission discussed small claims hearings results, the Commission encouraged to take them to the Board of Tax Appeals.
DeLauriers presented bids for a copier in her office, Tri Central-$7,725.00 and OPI-$6,992.00.
Motion: Upon the motion of Flax, seconded by Rupp, the Commission voted to accept the bid from Tri Central due to copies per minute.
Accounts Payable checks and vouchers were reviewed and signed.
Minutes of the July 25, 2016 meeting were read and approved.
The following changes were made to the 2015 tax roll: Abate-Oil, $18,047.12.
