The Ness County Board of Commissioners met in regular session Monday,
May 23, 2016, at 9:00 a.m. in the Commissioner’s Room. Chairman
Jay Harris called the meeting to order with Commissioners, Sandra Y. Rupp,
Frederick P. Flax, and County Clerk Renee S. Kerr in attendance.
Minutes of the May 16, 2016 meeting were read and approved.
Road and Bridge
Road and Bridge /Landfill Supervisor Ron Johnson and Assistant Chelsae Braun reported on
the weekly work schedule.
$324.00 was taken in at the landfill as tipping fees May 10-14, 2016.
Cemeteries are being mowed this week.
Scrap iron was collected last week.
Road concerns were reviewed. Several areas are being addressed or inspected.
Machinery maintenance was discussed.
Economic Development Director Anthony Roy filed his report for the past two weeks. Roy
attended Summer Food Training, a Bazine City Council Meeting as well as a Brownell City
Council Meeting, gathered information on ROZ employer sponsorship, updated the
webpage, attended the SW Kansas Economic Development Roundtable, and distributed
June Jaunt posters.
Accounts Payable checks and vouchers were reviewed and signed.
Ness County EMS
Grisell Memorial Hospital Administrator David Caudill, Ness County Hospital Dist. #2
Administrator Curt Thomas and Kathy Clouston of Ness County Hospital Dist. #2 EMS
presented bids for ambulance equipment from Zoll Medical Corporation. Demo -
$58,289.30; refurbished, $75,944.30 and new $87,094.55.
Motion: Upon the motion of Flax, seconded by Rupp, the Commission voted unanimously
to purchase the demo equipment for the three county ambulances. Bids are on file at the
County Clerk’s Office.
Radios and pagers were discussed.
District Court Clerk Joby Henning, 24th District Court Judge Bruce Gatterman and 24th District
Magistrate Judge Jim Kepple presented the 2017 budget request for the Clerk of the District
County Attorney Craig Crosswhite and the Commission discussed court cases, a township
fire department, and billing.
Commissioner Harris took leave of the meeting at 12:05 p.m.
County Health Department
Health Department Administrator Shelly Pavlu, RN-BSN and the Commission discussed
placement of used defibrillators. Bids were received for an Exam Table. McKesson-
$1,195.12, Office Products Inc., $2,448.79 and Henry Schein, $5,040.49.
Motion: Upon the motion of Flax, seconded by Rupp the Commission voted to accept the
low bid from McKesson.
