THE BOARD OF NESS COUNTY COMMISSIONERS
 
September 25, 2017
 
The Ness County Board of Commissioners met in regular session
Monday, September 25, 2017, at 9:00 a.m. in the Commissioner’s Room.  Chairman Sandra Y. Rupp called the meeting to order with Commissioners, Mark Davis, David L. Albers and County Clerk Renee S. Kerr in attendance.
  
Minutes
Minutes for the September 11th and 18th were read and approved.  Correspondence was reviewed and acknowledged.
  
Road and Bridge
Road and Bridge/Landfill Supervisor Ron Johnson and Assistant Supervisor L.D. Ochs filed weekly reports.
$220.00 was taken in as tipping fees September 12-16, 2017.
480 yards of sand and 100 yards of dirt was hauled last week.
Road conditions were reviewed. 
Machinery maintenance was discussed. 
Johnson and Ochs suggested purchasing 5 grill guards with the Safety grant from KCAMP.  They received bids from two vendors, the bids are as follows:  $490.00 each – Better Built, Grainfield and $489.00 each – B&S Trailer Sales, Dodge City.
Motion:  Upon the motion of Albers, seconded by Davis, the Commission voted unanimously to purchase grill guards with the KCAMP safety grant and to accept the low bid from B&S Trailer Sales.
  
Sheriff
Sheriff Bryan Whipple and the Commission discussed the law enforcement contract with the City of Ness City.  They also discussed the shared leave policy.
  
Court Services
Court Services Chief Gail Antenen and the Commission discussed her budget.  The Commission agreed to waive the $200.00 per month rent beginning with the month of October.
 
Economic Development
Motion:  Upon the motion of Albers, seconded by Davis, the Commission voted unanimously to support the Central Kansas YEC (Youth Entrepreneurship Challenge) sponsored by Edwards County along with E-Communities: Hodgeman County, Stafford County, and Pawnee County for the amount of $1,000.00.
  
Health Department
County Health Department Administrator Shelly Pavlu, RN-BSN and Office Clerk Sheridan Schaben presented bids for Fatal Alcohol Event Kits to purchase with the KDADS grant.    Nasco- $1,800.00,  Levitt-$2,636.43 and Innocorp, Ltd.-$1,639.59.
Motion:  Upon the motion of Davis, seconded by Rupp, the Commission voted unanimously to accept the low bid from Inncorp Ltd.  They will additionally purchase a banner for the Alcohol/Drug program with KDADs grant from Inncorp.
  
Executive Session
Motion:  Upon the motion of Davis, seconded by Albers, the Commission voted unanimously to go into executive session for a period of 15 minutes beginning at 11:17 a.m. for the discussion of nonelected personnel.  (Albers, Davis, Rupp and Kerr in executive session).  Regular session resumed at 11:32 a.m. No action taken.
  
Daily Statement
The Commisson reviewed and signed Daily Statements for Sept. 1 -Sept. 21, 2017.
  
County Attorney
County Attorney Kevin Salzman and the Commission discussed the tax sale to be held October 30, 2017, court cases, and a settlement agreement.
Motion:  Upon the motion of Albers, seconded by Rupp, the Commission agreed to sign the Settlement, Release, and Abatement Agreement between Craig Bain and the Commisson.
  
The meeting adjourned at 12:37 p.m.
