THE BOARD OF NESS COUNTY COMMISSIONERS
October 10, 2017
The Ness County Board of Commissioners met in regular session
Tuesday, October 10, 2017, at 9:00 a.m. in the Commissioner’s Room. Chairman Sandra Y. Rupp called the meeting to order with Commissioners, Mark Davis, David L. Albers and County Clerk Renee S. Kerr in attendance.
Executive Session
Motion: Upon the motion of Rupp, seconded by Albers, the Commission voted unanimously to go into executive session for a period of 5 minutes beginning at 9:03 a.m. for the discussion of nonelected personnel. (Albers, Davis and Rupp in executive session). Regular session resumed at 9:08 a.m. No decisions were made.
Motion: Upon the motion of Rupp, seconded by Davis, the Commission voted unanimously to go into executive session for a period of 10 minutes beginning at 9:10 a.m. for the discussion of nonelected personnel. The Commission came out of executive session at 9:15 a.m. No decisions were made. Regular session resumed at 9:20 a.m.
Minutes
Minutes for the October 2, 2017 meeting were read and approved. Correspondence was reviewed and acknowledged.
Courthouse
Scott Barb and the Commission discussed the water problem in the Register of Deeds Office. Barb stated that he did not see anything structural that would be contributing to the problem.
The Courthouse received damage over the weekend to the north entrance of the courthouse, the Commission asked that Barb look at the damage and make a recommendation.
Road and Bridge
Road and Bridge/Landfill Supervisor Ron Johnson and Assistant Supervisor L.D. Ochs filed weekly reports. Wayne Scritchfield of Kirkham Michael was also present.
No sand, dirt, or rock was hauled last week due to the recent rains.
Road conditions and concerns were reviewed.
Machinery maintenance was discussed.
Ray Witthuhn, Daryl Barricklow, Linda Cox and Darren Cox met with the Commission to discuss Road BB (Off System Bridge #55). Scritchfield suggested taking another look at the road and work on several different scenarios to determine the most efficient and cost-effective solution.
Computer System
Kyle Bahr and Drew Pfannenstiel of Golden Belt Telephone presented a proposal for IT services for the County Courthouse. (Commissioners David Albers, Mark Davis, Sandra Rupp, County Appraiser Kelly DesLauriers, Register of Deeds Mark Horchem, County Treasurer Layne Wasinger and County Clerk Renee Kerr were available for the presentation).
Audit Report
Teri Klitzke, CPA, of Adams, Brown, Beran and Ball presented and answered questions about the Audit Report for 2016.
Southwest Kansas Library System
Motion: Upon the motion of Albers, seconded by Rupp, the Commission voted unanimously to appoint Jean Schlegel to the System Board of the Southwest Kansas Library System.
Tax Roll
The following changes were made to the 2015 & 2016 tax roll: Abate: 2016 Oil-$655.70 & 2015 Oil-$1,823.06.
