The Ness County Board of Commissioners met in regular session
Tuesday, May 30, 2017, at 9:00 a.m. in the Commissioner’s Room. Chairman Sandra Y. Rupp called the meeting to order with Commissioners, Mark Davis, David L. Albers, and County Clerk Renee S. Kerr in attendance.
Minutes of the May 22, 2017 meeting were read and approved.
Motion: Upon the motion of Albers, seconded by Rupp, the Commission voted unanimously to sign Resolution 2017-09.
APPOINTMENT OF COUNTY APPRAISER
WHEREAS the Board of County Commissioners of Ness County, Kansas, pursuant to K.S.A. 19-430, has appointed a County Appraiser to a term of four (4) years under the terms and conditions of the County Personnel Manual, or until a successor shall be appointed, and
WHEREAS the Board of County Commissioners of Ness County, Kansas find that Kelly DesLauriers shall be appointed as Appraiser of Ness County, Kansas, now therefore be it resolved by the Board of County Commissioners of Ness County, Kansas appoint Kelly DesLauriers for a term beginning July 1, 2017 and ending June 30, 2021 to serve pursuant to the terms and conditions of the written Employment Agreement, or until a successor appraiser may be appointed.
This matter is resolved by the Board of County Commissioners on the 30th day of May 2017.

The following change was made to the 2016 tax roll: Real Estate: Abate-$73.94.
Road and Bridge
Road and Bridge/Landfill Supervisor Ron Johnson and Assistant Supervisor L.D. Ochs filed weekly reports.
$40.00 was received in tipping fees May 16-20, 2017.
400 yards of sand and 500 yards of rock was hauled to roads last week.
Road conditions after the recent rains were reviewed.
Machinery maintenance was discussed.
Motion: Upon the motion of Davis, seconded by Albers, the Commission voted unanimously to rent a backhoe from Foley Equipment for one week for the amount of $924.00.
Economic Development Director Anthony Roy reported on a meeting with the Ransom City Council and documents regarding Brownell Fire Department.
Emergency Preparedness Director Travis Rothe reported that the County Emergency Operations planned was approved. He and the Commission discussed hours county personnel worked on the wildfires.
Rothe met with the representatives from the Kansas Division of Emergency Management, Kansas Forestry Service, Board of Commissioners Fire Chiefs, Road and Bridge, Sheriff and EMS regarding the Fire Management Assistance Grant.
Accounts Payable checks and vouchers were reviewed and signed.
Noxious Weed Supervisor Charles Halbleib and the Commission discussed spraying progress on county roads.
A conference call was held with Ron Johnson regarding the County vehicle. It is overheating and Johnson was able to find the problem.
County Attorney Kevin Salzman discussed a leasehold that was sold at the last delinquent tax sale.
