The Ness County Board of Commissioners met in regular session
Monday, May 22, 2017, at 9:00 a.m. in the Commissioner’s Room. Chairman Sandra Y. Rupp called the meeting to order with Commissioners, Mark Davis, David L. Albers, and County Clerk Renee S. Kerr in attendance.
Minutes of the May 15, 2017 meeting were read and approved.
Sheriff Bryan Whipple and Undersheriff Gavin Wilson met with the Commission regarding a resignation. Accidents were also discussed.
Motion: Upon the motion of Rupp, seconded by Davis, the Commission voted unanimously to accept the resignation of Sgt. Travis Bailey effective June 30, 2017 and Office Clerk Savannah Lira effective May 31, 2017.
Road and Bridge
Road and Bridge/Landfill Supervisor Ron Johnson and Assistant Supervisor L.D. Ochs filed weekly reports.
$70.00 was received in tipping fees May 5-9, 2017.
760 yards of sand was hauled to roads last week.
Road conditions after the recent rains were reviewed.
Machinery maintenance was discussed.
Tire bids were received and opened. The Commission requested that Johnson review the bids and the specifications before a decision is made.
The crews will try to mow around cemeteries this week.
Motion: Upon the motion of Rupp, seconded by Albers, the Commission voted unanimously to go into executive session for a period of 5 minutes beginning at 10:14 am. for the discussion of nonelected personnel. (Albers, Davis, Rupp and Kerr in executive session). Regular session resumed at 10:19 a.m. No decisions were made.
Economic Development Director Anthony Roy and the Commission discussed transition.
24th District Court
24th Judicial District Judge Bruce Gatterman, District Magistrate Judge Jim Kepple and Clerk of the District Court Clerk Joby Henning presented the 2018 budget request.
Road and Bridge Supervisor Ron Johnson returned with Tire bids, they are as follows: Grader Tires (each)-Healzer’s, $787.16; Allied Oil and Tire, $802.86 and Becker Tire, $962.86 and Truck Tires (36)-Healzer’s, $12,060.32 and Becker Tire, $12,420.32.
Pick-up tire bids were rejected and will be rebid.
Motion: Upon the motion of Rupp, seconded by Davis, the Commission voted unanimously to accept the low bid from Healzer’s.
Accounts Payable checks and vouchers were reviewed and signed.
The first half of Daily Statements for the month May were reviewed and signed.
The following changes were made to the 2016 tax roll: Abate-Oil, $8,132.34; Personal Property, $331.16; and Real Estate, $909.82.
County Attorney Kevin Salzman reported that the delinquent tax sale was set for July 3, 2017. Salzman and the Commissison discussed a delinquent tax lease property that was sold at a prior delinquent tax sale.
Motion: Upon the motion of Rupp, seconded by Davis, the Commission voted unanimously to go into executive session for the purpose of discussing nonelected personnel for a period of 10 minutes beginning at 11:59 a.m. (Albers, Davis, Rupp and Salzman in executive session). Regular session resumed at 12:09 p.m. No decisions were made.
Motion: Upon the motion of Albers, seconded by Davis, the Commission voted unanimously to sign the contract for Kelly DesLauriers term as Appraiser from the 1st day of July 2017 to June 30th, 2021.
