July 10, 2017
Ness County Board of Commissioners met in regular session
Monday, July 10, 2017, at 9:00 a.m. in the Commissioner’s Room. Chairman Sandra Y. Rupp called the meeting to order with Commissioners, Mark Davis, David L. Albers, County Clerk Renee S. Kerr and Deputy County Clerk Cassie Ball in attendance.
County Appraiser Kelly DesLauriers and the Commission discussed taking oil protests (salt water disposal) to the State Board of tax appeals. They also discussed a real estate protest and activity in her department.
Minutes of the July 3, 2017 meeting were read and approved.
Road and Bridge
Road and Bridge/Landfill Supervisor Ron Johnson and Assistant Supervisor L.D. Ochs filed weekly reports. John Riggins and Wayne Scritchfield of Kirkham Michael were also present.
County Clerk Renee Kerr took leave of the meeting at this time.
$190.00 was received in tipping fees June 29-July 1, 2017.
560 yards of dirt was hauled from the airport to the landfill. No sand or rock was hauled.
Road conditions were reviewed.
Machinery maintenance was discussed.
There was discussion regarding possible territory changes.
Riggins and Scritchfield reported that Airport Phase 1 is complete and an extension for Phase 2 was received from FAA.
Emergency Preparedness Director Travis Rothe filed his work report for the past two weeks.
Rothe will begin testing the IRIS (phone alert system) once a week, he is planning an after tragedy/emergency training with High Plains Mental Health, and adding Commissioners to the Government Emergency Telecommunications Service through the Department of Homeland Security. He composed an article about the IRIS system and attended a two day training on Mental Health First Aid. Rothe has everything ready for the Fire grant.
The Commission asked that Rothe find out who is responsible for testing sirens in towns within the county.
Rothe requested to purchase a pager, the Commission agreed to the request.
County Clerk Renee Kerr returned to the meeting at this time and Deputy Cassie Ball took leave.
Daily Statements for the last half of June were reviewed and signed.
Accounts Payable checks and vouchers were reviewed and signed.
A conference call was placed to Robert Mitchell of the Central Kansas Environmental Planning Group. Mitchell and the Commission discussed budgeting issues.
