The Ness County Board of Commissioners met in regular session
Monday, August 21, 2017, at 9:00 a.m. in the Commissioner’s Room. Chairman Sandra Y. Rupp called the meeting to order with Commissioners, David L. Albers, Mark Davis and County Clerk Renee S. Kerr in attendance.
Sharolyn Henry, Ray and Sandy Meis were also in attendance.
Sheriff Bryan Whipple presented an application for dispatcher.
Motion: Upon the recommendation of Whipple, Rupp made a motion seconded by Albers to hire Sheryl Kuntzsch at Pay Level 2. Kuntzsch has almost 20 years of experience as a dispatcher.
Minutes of the August 14, 2017 meeting were read and approved.
Road and Bridge
Road and Bridge/Landfill Supervisor Ron Johnson and Assistant Supervisor L.D. Ochs filed weekly reports.
$105.00 was taken in as tipping fees August 8-12, 2017.
360 yards of sand was hauled and 1520 yards of millings were hauled to Court Street in Ness City. 260 yards of dirt was hauled from Court Street to the Fairgrounds. They will chip seal Court Street on Tuesday and the project will be complete.
Road conditions were reviewed.
Machinery maintenance was discussed.
A 2015 signing project agreement was signed.
Mowing road ditches was discussed.
Johnson reported that they will hold their monthly safety meeting tomorrow.
Emergency Preparedness Director Travis Rothe filed his schedule for the past several weeks. Rothe spoke with a representative of Red Cross about the capabilities and needs in a disaster. Rothe attended a Regional Homeland Security Meeting projects and grants were discussed. A representative from eXact Mapping gave a presentation on their new dispatching app.
KDEM asked for additional information regarding the fires for the FMAG grant, he has now turned all information to the state.
Rothe contacted personnel regarding the ADT IRIS alerts. There have been some technical issues, they have now been corrected.
Emergency sirens were discussed.
Accounts Payable checks and vouchers were reviewed and signed.
The first half August Daily Statements were reviewed and signed.
County Attorney Kevin Salzman and the Commission discussed court cases, child in need of care and an ongoing dispute.
Motion: Upon the motion of Rupp seconded by Davis, the Commission voted unanimously to go into executive session for a period of 10 minutes beginning at 11:07 a.m. for the discussion of nonelected personnel (Albers, Davis, Rupp and Kerr in executive session). Regular session resumed at 11:17 a.m.

Motion: Upon the recommendation of County Election Officer Renee Kerr, Albers made a motion, seconded by Davis, to appoint Lori Hertel Deputy Election Officer, effective with the September payroll.
A conference call was placed to Sheriff Bryan Whipple regarding a stolen County pickup.
Correspondence was reviewed and acknowledged.
The following changes were made to the 2016 tax roll: Abate-Oil, $4,130.44.
