The Ness County Board of Commissioners met in regular session Monday, October 3, 2016, at 9:00 a.m. in the Commissioner’s Room. Chairman Sandra Y. Rupp called the meeting to order with Commissioners, Frederick P. Flax, David L. Albers, and County Clerk Renee S. Kerr in attendance.
Others Present Mark Davis, Republican Nominee for Commissioner, was also present for the meeting. Minutes Minutes of the September 26, 2016 meeting were read and approved.
Road and Bridge: Road and Bridge/Landfill Supervisor Ron Johnson reported on the weekly work schedule. Bids were received for 5,000 gallons of non-highway diesel, 1,000 gallons of highway diesel and 1,000 gallons of gas. Midland Marketing-$13,128.20, A/V Energy-$13,328.75, and Holly’s LLC-$13,149.20.
Motion: Upon the motion of Flax, seconded by Rupp, the Commission voted unanimously to accept the low bid from Midland Marketing. $165.00 was taken in at the landfill as tipping fees September 20-24, 2016. 1,560 yards of sand was hauled last week. Johnson reported that the Solid Waste Plan was approved. Sherry Moore met with the Commission regarding a proposed road petition.
Motion: Upon the motion of Flax, seconded by Albers, the Commission voted unanimously to go into executive session for a period of 5 minutes beginning at 9:52 a.m. for the discussion of nonelected personnel. (Albers, Flax, Rupp and Johnson in executive session). Regular session resumed at 9:57 a.m. A Construction Permit was issued to Lockhart Geophysical and Stewart Producers Inc. Permits are on file at the Road and Bridge Department. Road concerns were reviewed. Machinery maintenance was discussed.
County Clerk Renee Kerr took leave of the meeting at 10:23 a.m., Deputy Karen Wilson joined the meeting at this time.
Sheriff, Sheriff Bryan Whipple filed reports for his department
Emergency Preparedness: Emergency Preparedness Director Crystal Podlena filed her work schedule. Podlena researched White Cliff’s pipeline, attended a pipeline training drill, attended an EM-101 training, and researched fire fighter grants.
Road: Twylia Sekavec met with the Commission regarding opening a road.
County Clerk: Renee Kerr returned to the meeting at 11:27 a.m. and Deputy Clerk Karen Wilson took leave of the meeting at this time.
County Attorney: County Attorney Craig Crosswhite and the Commission discussed witness fees, road petitions, and the landfill. Chairman Rupp tried to contact Republican nominee for County Attorney Kevin Salzman. Mr. Salzman was unavailable at this time.
Motion: Upon the motion of Rupp, seconded by Albers, the Commission voted unanimously to go into executive session for a period of 10 minutes beginning at 12:02 p.m. for attorney client privilege. (Albers, Flax, Rupp and Crosswhite in executive session).
Regular session resumed at 12:12 p.m.
Motion: Upon the motion of Albers, seconded by Rupp, the Commission voted unanimously to purchase the updated Human Resources Manuals.
Accounts Payable Accounts Payable checks and vouchers were reviewed and signed.
