The Ness County Board of Commissioners met in regular session Tuesday, February 16, 2016, at 9:00 a.m. in the Commissioner’s Room. Chairman Jay Harris called the meeting to order with Commissioners, Sandra Y. Rupp, Frederick P. Flax, and County Clerk Renee S. Kerr in attendance.
Motion: Upon the motion of Harris, seconded by Rupp, the Commission voted unanimously to go into executive session for a period of 5 minutes beginning at 9:02 a.m. for the discussion of nonelected personnel (Flax, Harris, Rupp and Kerr in executive session). Regular session resumed at 9:07 a.m.
Motion: Upon the motion of Flax, seconded by Rupp, the Commission voted unanimously to pay the bill for the Employee Appreciation Dinner and include a tip.
Minutes of the February 8, 2016 meeting were read and approved.
Road and Bridge
Road and Bridge /Landfill Supervisor Ron Johnson and Assistant Chelsae Braun reported on the weekly work schedule.
Road concerns were reviewed.
Machinery maintenance was discussed.
The landfill inspection was held last week, no violations were found.
A Construction Permit was issued to Gabel Lease Service Inc. Permits are on file at the Road and Bridge Department.
Skid Steer bids were discussed, Johnson determined that all bids met specifications.
Motion: Upon the motion of Harris, seconded by Rupp, the Commission voted unanimously to accept the low bid from White Star Machinery. Bids are on file at the Road and Bridge Department, County Clerk’s Office and the previous week’s minutes.
Johnson reported that he spoke with Kevin Stoecklein and Sharla Schwien of NRCS regarding plans that incorporate ditches in waterway plans.
Economic Development Director Anthony Roy presented his activity report. Roy added Ness County minutes to the website, completed finding members for the Board of Directors for a possible Theater, fielded a tax levy question, hosted the June Jaunt meeting, attended the Southwest Kansas Roundtable in Garden City, and made changes in the website.
Roy reported that Ness County leads the state in the retail pull factor.
Motion: Upon the motion of Flax, seconded by Rupp, the Commission voted unanimously to accept the resignation of Brenda Castillo effective February 5, 2016.
County Appraiser Kelly DesLauriers met with the Commission. DesLauriers and the Commission discussed employment in her department. DesLauriers suggested hiring Trego County Appraiser Rachelle Standley to help with oil.
Motion: Upon the motion of Flax, seconded by Rupp, the Commission voted unanimously to hire Rachelle Standley at the hourly rate of $15.00 an hour.
DesLauriers presented laptop bids: ProTech-$1,219.20 and Thomson Reuters-$1,908.00.
Motion: Upon the motion of Harris, seconded by Flax, the Commission voted unanimously to accept the low bid from Pro-Tech.
Noxious Weed Supervisor Charles Halbleib presented the Kansas Department of Transportation County Agreement to Treat Noxious Weeds for the Commission to sign, and the Annual Report.
County Attorney Craig Crosswhite and the Commission discussed court cases and delinquent tax records. Crosswhite provided a list of Ness County property that is on the State and National Historical Register.
Accounts Payable checks and vouchers were reviewed and signed.
Commissioner Flax took leave of the meeting at 12:15 p.m.
The Commission reviewed portions of the new personnel manual.
The meeting adjourned at 12:45 p.m.
