The Ness County Board of Commissioners met in regular session Monday,
May 9, 2016, at 9:00 a.m. in the Commissioner’s Room. Chairman Jay Harris called the meeting to order with Commissioners, Sandra Y. Rupp, Frederick P. Flax, and County Clerk Renee S. Kerr in attendance.
Health Department Administrator Shelly Pavlu, RN-BSN presented her monthly service report. Pavlu is taking bids for an exam table. She and the Commission discussed a grant that she and Anthony Roy received to discourage alcohol use among teens.
Road and Bridge
Road and Bridge /Landfill Supervisor Ron Johnson and Assistant Chelsae Braun reported on the weekly work schedule.
$190.00 was taken in at the landfill as tipping fees April 26-30, 2016.
Several bid specification sheets were sent for tractor tires, but only one was returned: Kansasland Tire Inc.- $3,147.34.
Motion: Upon the motion of Harris, seconded by Rupp, the Commission voted unanimously to accept the bid from Kansasland Tire.
A bid was received from Flatlander to crush concrete at the Landfill. Crushing cost would be $11.00 per ton.
Motion: Upon the motion of Flax, seconded by Harris, the Commission voted unanimously to accept the bid from Flatlander.
Johnson reviewed the Post Construction Wind Farm Report with the Commission.
Machinery maintenance was discussed.
Road concerns were reviewed as well as changes to road maintenance operators.
Johnson reported that the Landfill Post-closure report was emailed to KDHE.
Economic Development Director Anthony Roy presented his activity report for the past two weeks and the June Jaunt brochure. Roy attended the June Jaunt meeting in Ellinwood, submitted revised grant budget and narrative to KDADs, created a summary sheet of the CDBG program for cities, and worked on electronic versions of maps for the website.
Sheriff Bryan Whipple met with the Commission.
Motion: Upon the motion of Harris, seconded by Flax, the Commission voted unanimously to go into executive session for a period of 5 minutes beginning at 10:50 a.m. for the discussion of nonelected personnel. (Flax, Harris, Rupp and Whipple in executive session). Regular session resumed at 10:55 a.m.
Minutes of the May 2, 2016 meeting were read and approved.
A Correction was made to the April 25, 2016 meeting: Appraisal- John Mauch and the Commission discussed operation of the Appraiser’s Office and complained about the manner in which the state values agricultural land.
Motion: Upon the recommendation of Sheriff Whipple, Harris made a motion seconded by Flax, the Commission voted unanimously terminate the employment of Timothy Turner as deputy in the Sheriff’s Office.
Daily Statements for the month of April were reviewed and signed.
Accounts Payable checks and vouchers were reviewed and signed.
