September 26, 2016 The Ness
County Board of Commissioners met in regular session Monday, September 26, 2016, at 9:00 a.m. in the Commissioner’s Room. Chairman Sandra Y. Rupp called the meeting to order with Commissioners, Frederick P. Flax, David L. Albers, and County Clerk Renee S. Kerr in attendance. Others Present Mark Davis, Republican Nominee for Commissioner, was also present for the meeting.
Minutes Minutes of the September 19, 2016 meeting were read and approved.
Executive Session Motion: Upon the motion of Rupp, seconded by Albers, the Commission voted unanimously to go into executive session for a period of 5 minutes beginning at 9:10 a.m. for the discussion of nonelected personnel. (Albers, Flax, Rupp and Kerr in executive session). Regular session resumed at 9:15 a.m.
Road and Bridge Road and Bridge/Landfill Supervisor Ron Johnson reported on the weekly work schedule. $305.00 was taken in at the landfill as tipping fees September 13-17, 2016. 160 yards of sand and 40 yards of dirt was hauled last week. Motion: Upon the motion of Flax, seconded by Albers the Commission voted unanimously to replace bridge 530. Johnson reported that the Army Corp. of Engineers sent permission to build a low water crossing on P road replacing bridge 63. Road concerns were reviewed. Machinery maintenance was discussed.
Motion: Upon the motion of Albers, seconded by Rupp, the Commission voted unanimously to set prices for tire disposal at the landfill, they are as follows: Passenger Car, Light Truck, & Motorcycle-$1.95; Passenger Car with rim-$5.50; Truck- $7.00; Super Single Truck; $14.00; Pivot Irrigation-$14.00; Tractor Tire-$30.00; Larger Tractor Tire and Large Loader-$60.00; Largest Tractor and Large Loader-$140.00; 48’ Van-$1,400.00, 53’Van and Ton-$150.00. Motion: Upon the motion of Flax, seconded by Albers, the Commission voted unanimously to hire Roger Baker as Equipment Operator at Pay Level 1. Economic
Development Economic Development Director Anthony Roy filed his work schedule. Roy sent the August Fiscal Report and KDADs grant, attended a Tourism Committee Meeting, and a Ness County Community Foundation Meeting, added election information to the website, and researched Sunflower Grants.
Noxious Weed The Commission and Noxious Weed Supervisor Charles Halbleib discussed problem bindweed spots along county roads. They also discussed chemical sales.
County Attorney County Attorney Craig Crosswhite and the Commission discussed historic bridges, court cases, and the delinquent tax sale. Accounts Payable Accounts Payable checks and vouchers were reviewed and signed. The meeting adjourned at 12:55 p.m.
