The Ness County Board of Commissioners met in regular session Monday,
May 2, 2016, at 9:00 a.m. in the Commissioner’s Room. Chairman
Jay Harris called the meeting to order with Commissioners, Sandra Y. Rupp,
Frederick P. Flax, and County Clerk Renee S. Kerr in attendance.
Motion: Upon the motion of Harris, seconded by Rupp, the Commission voted unanimously to go into executive session for a period of 10 minutes beginning at 9:02 a.m. for the discussion of nonelected personnel. (Flax, Harris, Rupp and Kerr in executive session). Regular session resumed at 9:12 a.m.
Road and Bridge
Road and Bridge /Landfill Supervisor Ron Johnson and Assistant Chelsae Braun reported on the weekly work schedule.
$85.00 was taken in at the landfill as tipping fees April 19-23, 2016.
320 yards of sand was hauled to roads last week.
Machinery maintenance was discussed.
Road concerns were reviewed. Priority roads, after recent rains were discussed. They also discussed individuals who blade county roads, Kansas Statute prohibits individuals from doing this.
Historical bridges were discussed.
Emergency Preparedness Director Crystal Podlena presented her activity report for the past two weeks. Podlena contacted Red Cross and Knights of Columbus regarding a recent fire. She gave the Commission information regarding a fire program in Trego County on May 14th, she will participate in a walk through of the grade school by the Bazine Fire Department on May 16th. Podlena will sell and program weather radios at the Chamber of Commerce sponsored coffee on May 25th.
Motion: Upon the motion of Flax, seconded by Rupp, the Commission voted unanimously to approve Resolution No. 2016-03

NESS COUNTY, KANSAS
A resolution establishing the following fee schedule to recover costs associated with developing and providing GIS data, map products, tax information and Computer assisted Mass Appraisal (CAMA) data to the public;

Advanced notice is required to complete, with an approved delivery date
State Agencies, Federal Agencies, and Utility Companies will pay FULL FEES for products requested.
Patrons who order maps which require staff to research and create will be assessed for Customization Fee of $20.00 per hour with a one hour minimum. After the first hour, the rate will be prorated in 15 minute increments.
Postage and/or shipping fees will charged for mailing maps.
The foregoing fees shall become effective on May 02, 2016.
Passed and Approved by order of the Board of County Commissioners, Ness County, Kansas, on this 2nd day of May, 2016.
Sheriff Bryan Whipple filed his activity reports for the month of April. Whipple presented bids for a new copier in his department. OPI-$2,609.00 and Tri-Central-$2,635.00.
Motion: Upon the motion of Flax, seconded by Rupp, the Commission voted unanimously to accept the low bid with the maintenance fee from OPI. Bids are on file at the County Clerk’s Office.
Motion: Upon the motion of Rupp, seconded by Harris, the Commission voted unanimously to employ Savannah Lira to be shared by the Noxious Weed and Courthouse at Pay Level 1, beginning the week of May 9, 2016.
County Attorney Craig Crosswhite and the Commission discussed upcoming court cases and qualifications for prosecution, fire departments, KBI information, delinquent tax, a bankruptcy case on an oil company, and historical sites in Ness County.
Motion: Upon the motion of Harris, seconded by Flax, the Commission voted unanimously to go into executive session for a period of 15 minutes beginning at 11:47a.m for the discussion of nonelected personnel. (Flax, Harris, Rupp, Crosswhite and Kerr in executive session). Regular session resumed at 12:02 p.m.
