The Ness County Board of Commissioners met in regular session Monday, March 21, 2016, at 9:00 a.m. in the Commissioner’s Room. Chairman Jay Harris called the meeting to order with Commissioners, Sandra Y. Rupp,
Frederick P. Flax, County Clerk Renee S. Kerr, and Kade Harris in attendance.
Minutes of the March 14, 2016 meeting were read and approved.
Road and Bridge
Road and Bridge /Landfill Supervisor Ron Johnson and Assistant Supervisor Chelsae Braun reported on the weekly work schedule.
$325.00 was taken in at the landfill as tipping fees March 8-12, 2016.
780 yards of sand was hauled to roads last week.
Johnson reported that the skid steer was delivered last week.
Road concerns were reviewed.
Machinery maintenance was discussed.
The following changes were made to the 2014 and 2015 tax roll. 2015 Abate- Personal Property $19.08 and Escape- Oil $27,685.96. 2014 Abate- Personal Property $14.26 and Oil $13,181.06.
Emergency Preparedness Director Crystal Podlena and the Commission discussed timing for ADT calls. Podlena brought in an ownership map for the Commission to review.
Podlena presented a Resolution to adopt a mitigation plan.
Motion: Upon the motion of Rupp, seconded by Harris, the Commission voted unanimously to sign Resolution 2016-02.
Health Department Administrator Shelly Pavlu RN-BSN presented a bid from Scott Barb for the amount of $2,375.00 to remodel (add) a restroom to the Health Department.
Motion: Upon the motion of Rupp, seconded by Flax, the Commission to accept a bid from Scott Barb to remodel a restroom in the Health Department.
Accounts payable checks and vouchers were reviewed and signed.
County Attorney Craig Crosswhite and the Commission discussed court cases, questions regarding invoices, CDBG micro loan money, and burn bans.

A RESOLUTION Adopting the North-Northwest Kansas (Region B) Multi-Hazard, Multi-Jurisdictional Hazard Mitigation Plan
WHEREAS the hazard mitigation planning process set forth by the State of Kansas and the Federal Emergency Management Agency offers the opportunity to consider natural hazards and risks, and to identify mitigation actions to reduce future risk;
WHEREAS, the U.S. Congress passed the Disaster Mitigation Act of 2000 (“Disaster Mitigation Act”) emphasizing the need for pre-disaster mitigation of potential hazards;
WHEREAS, the Disaster Mitigation Act made available hazard mitigation grants to state and to local governments;
WHEREAS, an adopted Multi- Mitigation Plan is required as a condition of future funding for mitigation projects under multiple Federal Emergency Management Agency (FEMA) pre- and post-disaster mitigation grant programs;
WHEREAS, the Kansas Division of Emergency Management and FEMA Region VII officials have reviewed the North-Northwest Kansas (Region B) Multi-Hazard, Multi-Jurisdictional Hazard Mitigation Plan, and approved it contingent upon this official adoption of the participating governing body;
WHEREAS, Ness County, Kansas desires to comply with the requirements of the Disaster Mitigation Act and to augment its emergency planning efforts by formally adopting the North-Northwest Kansas (Region B) Multi-Hazard, Multi-Jurisdictional Hazard Mitigation Plan;
NOW, THEREFORE, BE IT RESOLVED by the County Commissioners of Ness County, Kansas as follows
Section 1: That the County of Ness adopts the “North-Northwest Kansas (Region B) Multi-Hazard, Multi-Jurisdictional Hazard Mitigation Plan”.
Section 2: That the Ness County Emergency Management will submit this Adoption Resolution to the Kansas Division of Emergency Management and FEMA Region VII officials to enable the Plan’s final Approval.
Section 3: That entering into the “North-Northwest Kansas (Region B) Multi-Hazard, Multi-Jurisdictional Hazard Mitigation Plan” is found to be in the best interest of Ness County, and necessary for the preservation of the public health and safety.
ADOPTED BY THE COUNTY COMMISSION OF NESS COUNTY, KANSAS ON THIS 21ST DAY OF MARCH 2016.
