April 18, 2016 The Ness County Board of Commissioners met in regular session Monday, April 18, 2016, at 9:00 a.m. in the Commissioner’s Room. Chairman Jay Harris called the meeting to order with Commissioners, Sandra Y. Rupp, Frederick P. Flax, and County Clerk Renee S. Kerr in attendance. Minutes Minutes of the April 11, 2016 meeting were read and approved. Road and Bridge Road and Bridge /Landfill Supervisor Ron Johnson and Assistant Chelsae Braun reported on the weekly work schedule. $372.50 was taken in at the landfill as tipping fees April 5-9, 2016. 1,460 yards of sand was hauled to roads last week. Fuel Bids were received for 4,500 gallons of on road diesel, 1,500 yards of off road diesel, and 1,000 gallons of gasoline from AV Energy, LLC and Holly’s LLC. AV Energy-$11,132.50 and Holly’s-$11,303.00. Motion: Upon the motion of Flax, seconded by Rupp, the Commission voted unanimously to accept the low bid from AV Energy. Johnson reported that the tower generator was repaired by Pruitt Energy of Spearville. He also reported that a set of cattle guards which have been in question were removed for repair and will be reinstalled. The Road and Bridge Department will begin summer hours on April 25th. Road concerns were reviewed. Machinery maintenance was discussed. Emergency Preparedness Emergency Preparedness Director Crystal Podlena presented her work schedule. Podlena attended the Fire District #3 (Ohio Township) meeting, she reported to the Commission that they are constructing a new building. Podlena also attended a Homeland Security meeting, and researched emergency alert systems. Burn Ban Motion: Upon the motion of Harris, seconded by Rupp, the Commission voted unanimously to lift the burn ban. This may be a temporary measure and the Commission reserves the right to institute a burn ban at any time. Executive Session Motion: Upon the motion of Harris, seconded by Flax, the Commission voted unanimously to go into executive session for a period of 10 minutes for the discussion of nonelected personnel beginning at 11:02 a.m. (Flax, Harris and Rupp in executive session). Regular session resumed at 11:12 a.m. County Attorney Motion: Upon the motion of Flax, seconded by Harris, the Commission voted unanimously to go into executive session for a period of 5 minutes for the discussion of nonelected personnel beginning at 11:35 a.m. (Flax, Harris, Rupp and Crosswhite in executive session). Regular session resumed at 11:40 a.m. County Attorney Craig Crosswhite and the Commission discussed upcoming court cases and qualifications for prosecution, fire departments, delinquent tax, and split tax statements. Accounts Payable Accounts payable checks and vouchers were reviewed and signed. The meeting adjourned at 12:50 p.m.
